The Assam Electricity Regulatory Commission (AERC) on November 06, 2025, notified the Assam Electricity Regulatory Commission (Terms and Conditions for Open Access) Regulations, 2024, (First Amendment), 2025, further to amend the Assam Electricity Regulatory Commission (Terms and Conditions for Open Access) Regulations, 2024.
The following has been stated: -
•The amendment to Regulation 4.3 allows Green Energy Open Access (GEOA) for consumers with a contracted demand or sanctioned load of 100 kW and above, either through a single connection or by aggregating multiple connections within the same electricity division, with no load limit for captive use. Such consumers must apply through a Lead GEOA Consumer and cannot alter their GEOA power quantum for 12 time-blocks of 15 minutes.
•Under Regulation 4.5, open access is permitted on dedicated and common feeders regardless of voltage, subject to operational constraints, compliance with energy accounting requirements, mandatory meter upgrades, and acceptance of feeder shutdown risks without compensation.
•A new clause, Regulation 3.1(76), introduces the Lead GEOA Consumer as the designated representative coordinating applications for aggregated GEOA.
These regulations shall come into force on November 06, 2025.
